Introduction

National Planning Commission (NPC) is the advisory body for formulating development plans and policies of the country under the directives of the National Development Council (NDC) . It explores and allocates resources for economic development and works as a central agency for monitoring and evaluation of development plans, policies and programmes. Besides, it facilitates the implementation of development policies and programmes. Moreover, it provides a platform for exchange of ideas, discussion and consultation pertaining to economic development of the country. It also serves as an institution for analyzing and finding solutions to the problems of civil socie ties, non-governmental organizations and the private sector in the country.

NPC is chaired by the Hon'ble Prime Minister. The Commission has one full- time Vice-Chairman, seven Members and one Member-Secretary. The Chief-Secretary of the Office of the Prime Minister's and Council of Ministers and Finance Secretary of the Ministry of Finance from Government of Nepal are ex-officio member of the Commission. Its functioning is carrying out in support of the National Planning Commission Secretariat (NPCS) as a Secretariat of the NPC. The Member- Secretary of the NPC serves as the Secretary of the NPCS. The Secretariat consisted of functional Divisions and their Sections and Central Bureau of Statistics. Each Division, CBS and Section is headed by the Joint-Secretary, Director General and Under- Secretary, respectively.

The present organization and functions of the NPC is bssed on a decision of Government of Nepal on 28th June 1993. In addition, its roles and functions are also stated in the Financial Administration Regulations, 2056 (1999). In these Regulations, the provision has been made that the central level annual plans and programmes should be approved by the Commission before its implementation. The functional divisions are under the name of Economic Management, Social Development, Infrastructure Development, Poverty Monitoring, Agriculture and Rural Development, and (General Administration, Law, Financial Administration, Geographical Information System, Information Management, Research, Publication and Library).
