Nepal has a long experience about the planning and budgeting system. There has been considerable amendments made in the past for effective planinng and public expenditure management. Many important changes have been made in this sector but the return on public expenditures is still much lower than expected or targeted.. The causes of weak performance have much to do with how the planning and budget system operates in practice. Many programmes suffer from slow implementation which raised costs and delays the onset of benefits. Therefore, to make the planning system and process of Nepal more efficient and effective the following new directions are taken into consideration by NPC to pace with the recent development of the world.
- As the stage has been set towards perspective plan approach, this approach has been strengthened by preparing indicative plan approach defining main direction and approaches.
- The CBS has been strengthened to acquire reliable and usable data - which is the initial building block of any plan in the country.
- NPC is trying to setup a project screening mechanism. In the mean time, it has directed the ministries to prioritize the projects according to the plan objectives and guidelines.
- Moreover, to make the planning and budgeting work more simple and effective, more and more computerization is to be done by developing and using custom computer software. The official documents and reports are to be properly and systematically kept NPC information Center and managed for official uses. Therefore, on-line computer network are established in NPC in the first phase. This system is to be expanded to link with other ministries and offices.
- The NPC is strengthening planning cadre by providing regular training on the planning techniques to the staff of the NPCS
- In line with the Decentralization Act, 2055, NPC is assisting the district development committees to develop or prepare the district level periodic plans. Moreover, it is helping them to strengthen their institutional capacities so as to enable them to improve implementation capacity of the projects and programmes that they undertake.
