National Planning Commission Secretariat Agriculture and Rural Development Division Introduction Agriculture and Rural Development (ARD) Division of the NPC Secretariat responsible for facilitating formulation of sectoral plan, policy and programme for local development, agriculture, forest and land reform, rural drinking water and road. This division also carried out projects appraisal, monitoring and evaluation of these sectors worth the co-operation of Ministry of Agriculture and Cooperatives, Ministry of Forests and Soil Conservation, Ministry of Local Development and Ministry of land reform and Management. It has clear functional linkages with other divisions of the NPCS and strong coordination with two Divisions such as of Economic Management and Poverty Monitoring. ARD is headed by a Joint Secretary as Division Chief and supported by three Programme Directors (Under Secretaries), five Planning Officers to carry out the functions of the Division. Programme Directors are responsible for i) Local Development ii) Agriculture, Forest and Land Reform iii) Rural Drinking Water and Road Sections. The Division functions under the direction and technical supervision of the respective Hon'ble Member of NPC. However, Member Secretary of NPC is responsible for administrative supervision.
