Economic Management Division
Introduction
Economic Management Division (EMD) of the NPC Secretariat is basically responsible for formulating macroeconomic policies, monitoring & evaluating macroeconomic trends, preparing perspective and periodic plans and programs relating to the economic sector of the country. It also performs the functions pertaining to Economic, Foreign Aid Coordination matters and Social Commission for Asia and Pacific (ESCAP) and the Colombo Plan. The Division falls directly under one of the NPC member and is headed by the Joint Secretary of NPCS. Other staffs included in the Division are two Programme Directors (Under Secretaries), four Planning Officers (Section Officers), Office and Computer Assistants.The Division is comprises of two sections namely (i) Industry,Commerce, Supply and Tourism (ii) Macro Policy Analysis, Programme & Budget and Foreign Aid Coordination (F.A.C). Two Programme Directors carry out their assignments as the chief of their concerned section under the supervision/guidance of Joint Secretary with support of their four Planning Officers and other Assistant level staffs.
Roles and Functions
The major responsibilities of the EMD are:
- To formulate economic policies.
- To monitor economic trends at the national level.
- To perform functions pertaining to Economic and Social Commission for Asia and the Pacific (ESCAP), Asia and the Pacific Development Center (APDC) and the Colombo Plan.
- To formulate perspective and periodic plans as well as policies and annual development programs relating to finance and banking; industry, commerce and supplies; culture, tourism and civil aviation; and labor and transport management sectors.
- To appraise project proposals relating to these sectors for NPC approval.
- To conduct research on relevant issues of sectoral policies and programs.
- To assist in exploring internal and external resources for development programs/projects.
- To prepare budget ceilings for resource committee's approval.
- To assist in preparing and reviewing periodic plan, poverty reduction strategy paper (PRSP), medium-term expenditure framework (MTEF) and annual development program.
