Economic Management Division
Sections & Functions
Two sections under the Economic Management Division along with their functions are as follows:
1. Industry, Commerce Supply and Tourism Section
This Section covers the sectors such as industry, commerce and supplies, culture, tourism and civil aviation. Programme Director is designated as the chief of the Section. The Section works in close contact with the concerned sectoral ministries, namely Ministry of Industry, Commerce and Supplies, Ministry of Culture, Tourism and Civil Aviation. This Section is entrusted with the following major functions:
- To design annual development programmes in collaboration with concerned sectoral ministries. For this, (a) To prepare guidelines related to Industry, Commerce, Supply and Tourism Sectors for forthcoming programme and budget estimate (b) To collect proposed annual development programmes from the ministries (c) To finalize proposed central-level programmes and budget with the consultation of representatives from the sectoral ministries, Ministry of Finance and NPC Secretariat.
- To initiate necessary action for the approval of four-monthly allocation of each project/programme sent by concerned ministries at the beginning of the next fiscal year.
- To prepare performance indicators of project activities for effective project monitoring.
- To carry out functions relating to the amendment of annual development programme.
- To prepare report on the status of existing policies, projects/programmes and make new policy recommendations relating to the concerned sectors.
- To prepare profile of prioritized projects/ programmes of the sector (The profile basically encompasses existing physical and financial progress, problems and suggestions for addressing the problems).
- To prepare status reports on projects/programmes other than prioritized projects/programmes.
- To perform monitoring and evaluation of on-going development projects/programmes of the sector.
- To collect and study progress report.
- To make field visits in project site.
- To attend monthly review meeting of core projects at the NPC member's chamber.
- To participate in the review meeting at line ministries.
- To prepare status report for four-monthly review meeting at NPC and for the meeting of National Level Development Action Committee (NDAC).
- To attend the annual and four-monthly progress review meeting at the concerned ministry.
- To study new proposed projects/programmes as well as the extension of on-going projects/programmes and make recommendation for the approval of NPC member.
- To carry out functions relating to prioritization and budget estimate of projects/programmes for three years under Medium Term Expenditure Framework (MTEF).
- To facilitate mid-and full-term evaluation of periodic plans at the sectoral level.
- To perform necessary works for the preparation of Terms of Reference (TOR) to finalize reports on various study/research works to be conducted by independent research institutions.
- Other functions:
- To participate in seminar, workshops, trainings and other meetings to be held at ministries and other concerned agencies.
- To work as a member of various committees/subcommittees constituted under concerned government agencies.
- To prepare the report on the queries raised by parliamentarians as such related to the sectors.
2. Macro Policy Analysis, Programme & Budget and Foreign Aid Coordination (FAC) Section
This Section has the overall responsibility of designing formats, preparing guidelines and determining ceilings for both the Central and District levels development programmes & budget. The Section works in close contact with Ministry of Finance, Nepal Rastra Bank, Account Comptroller General's Office and Central Bureau of Statistics. Programme Director is the chief of the section.
The major functions of this Section are:
- To collect necessary data and information from the Ministry of Finance, sectoral ministries, Nepal Rastra Bank, Central Bureau of Statistics and Account Comptroller General's Office and from other domestic and foreign sources to analyze and monitor current macroeconomic situation of the Country.
- To analyze and review the macro policy of the country.
- To make necessary arrangements for sending overall guidelines, budget formats and budget ceilings to all concerned ministries for the formulation of next year's development budget.
- To make necessary arrangements for sending development budget ceilings and guidelines for district-level projects/programmes for the next fiscal year.
- To make arrangements of the discussion schedule for the next year's budget to be conducted at the concerned NPC member's
- To coordinate the preparation and publication of annual development programme document Part I, and Part II.
- To issue circular to all ministries to send four-monthly budget allocation document for NPC approval.
- To prepare and send NPC-related proposed Government policies, programmes and budget speech for the next fiscal year to the Prime Minister's office.
- To coordinate and prepare responses to NPC-related queries rose in Parliament and send the responses to Parliament.
- To conduct study/research on economic issues.
Then Foreign Aid Co-ordination section is now falls directly under this Section. Its major functions are related with the Banking Sectors, and Financial Organizations of the Government and Non-government. Details of which are as follows:
- To act as the focal point of ESCAP and the Colombo Plan.
- To collect, discuss, prepare and finalize proposed development programmes relating to the Ministry of Finance.
- To study and make necessary arrangements for the approval of four-monthly division of annual programs obtained from the Ministry of Finance.
- To collect, study and prepare progress report of development programmes of the Ministry of Finance and the Office of Auditor General.
- To participate in meetings pertaining to foreign aid, to study reports on foreign aid and to provide suggestions and comments on these reports to the concerned government authorities.
- To collect documents, study and prepare report on foreign aid commitment, disbursement, overall review and pipeline distribution.
