Poverty Monitoring Division
Introduction
In line with His Majesty's Government of Nepal's growing emphasis on poverty reduction, a separate Poverty Monitoring Division (PMD) has been established in the NPC Secretariat in order, among others, to monitor progress made with regards to poverty reduction. A Joint Secretary is the Chief of the Division. Merging the then Central Monitoring and Evaluation Division (PMD); and Poverty Monitoring Section of the then Poverty Alleviation and Employment Promotion Division of the NPC Secretariat have restructured the Division. Therefore, on top of monitoring poverty, the Division has been entrusted with the responsibilities that were being carried out by the PMD. Major responsibilities of the PMD are as follows:
Roles and Functions
- To assist in formulating national policies related to poverty reduction.
- To work for the institutional development of the Poverty Monitoring System along with developing human resources, and to monitor, evaluate, analyze and report the outcome and impact of the development policies, programs and projects on poverty.
- To monitor and evaluate the prioritized development programmes and projects implemented by sectoral line ministries.
- To provide secretariat services for the National Development Action Committee (NDAC) along with the evaluation of the implementation performances of development programmes and projects and implement the decisions of the NDAC.
- To design and implement indicators and formats for the monitoring and evaluation of development programmes and projects that are under implementation within the country.
- To develop intermediate indicators (input, process, output) and final (outcome and impact) indicators for the regular monitoring of the strategies related to poverty reduction and make arrangements to perform monitoring and evaluation functions with using the indicators and formats.
- To conduct training programmes for developing capacities of the human resources involved in poverty monitoring along with the monitoring and evaluation of development programs and projects. Also coordinate activities needed for the institutional development of the Monitoring and Evaluation Divisions/Sections of line ministries and departments.
- To determine the sources of information for monitoring and evaluation using poverty monitoring indicators, identify data and information needs, determine the facility and household surveys, analyze data in close collaboration with Central Bureau of Statistics and other agencies, and report and make policy recommendations.
- To perform other day-to-day functions of the Division.
