Institutional Arrangements for M&E
In addition to the Poverty Monitoring Division (PMD) at NPCS and also considering the importance of M&E system, HMG/N created different level of institutional arrangements for monitoring development projects/programmes, which are as follows:
- National Development Action Committee (NDAC) at the apex level, under the chairmanship of the Prime Minister, meets regularly once in every four months. This Committee tries to resolve the problems found, if any, in the course of Ministerial Development Action Committee (MDAC) meetings and to coordinate any inter-ministerial issues and problems.
- Ministerial Development Action Committee (MDAC) under the chairmanship of the concerned minister meets regularly once isn every two months. MDAC is primarily responsible for addressing the problems faced during the implementation of projects and programmes under the ministry in question and solving them within the purview of the ministry. If there are any problems and issues to be solved by inter-ministerial coordination or are outside the purview of the ministry, it reports them to NDAC.
- Monitoring and Evaluation Divisions/Sections already existed in some line ministries. Three ministries i.e. Ministry of Agriculture and Cooperative, Ministry of Water Resources and Ministry of Forest and Soil Conservation have separate M&E Division. Similarly, eleven ministries have separate M&E section. Some ministries have not separate M&E Division/section and M&E activities of these ministries are conducted by Planning Division/section of the ministries. This Division/section of the sectoral ministries are responsible for reporting periodic progress of high priority (P1) programmes and projects to PMD and for reporting of rest of the programmes and projects to sectoral divisions of NPCS. These Divisions/ Sections are in charge of holding MDAC meetings.
