Social Development Division

Sections & Functions

Three sections under the Human Resource Development Division along with their functions are as follows:

A. Health, Nutrition and Population Section
This Section covers health, nutrition and population sectors and works in close contact with the Ministry of Health (http://www.moh.gov.np/). The Program Director is designated as chief of the section. This Section is entrusted with the following major functions:

  1. Finalize annual development programs and budget in collaboration with Ministry of Health and the Ministry of Finance (www.mof.gov.np)
  2. Approve four-monthly plan of projects/programs submitted by the ministry at the beginning of the fiscal year.
  3. Prepare status report of existing policies, projects/programs and make new policy recommendations relating to the concerned sectors.
  4. Prepare profile of prioritized projects/programs of the sector.
  5. Prepare performance indicators of projects for monitoring.
  6. Perform monitoring and evaluation of on-going development projects/programs.
  7. Prepare status report for four-monthly review meeting at NPC and for the meeting of National Development Action Committee (NDAC).
  8. Approve new projects/programs as well as extension of on-going projects/programs.
  9. Perform functions relating to prioritization and budget estimate of projects/programs for three years under Medium Term Expenditure Framework (MTEF).
  10. Facilitate mid-and full-term evaluation of periodic plan of the sector.
  11. Other functions:
  • To participate in seminar, workshops, training and other meetings to be held at ministries and other concerned agencies.
  • To work as a member of various committees/sub-committees constituted under concerned government agencies.
  • To prepare the report on the queries raised by parliamentarians as such related to the sectors.

B. Education and Human Resource Section
This Section covers education (formal and non-formal) and Human Resource sectors. Program Director is designated as the chief of the section. The Section works in close contact with the Ministry of Education and Sports (http://www.moe.gov.np/ ). Section is entrusted with the following major functions:

  1. To design and finalize central level annual development programs and budget in collaboration with the Ministry of Education and Sports and the Ministry of Finance.
  2. To initiate necessary action for the approval of four-monthly allocation of each project/program sent by concerned ministry at the beginning of the next fiscal year.
  3. To prepare performance indicators of project activities for effective project monitoring.
  4. To prepare status report of existing policies, projects/programs and make new policy recommendations relating to the concerned sectors.
  5. To prepare profile of prioritized projects/programs of the sector.
  6. To perform monitoring and evaluation of on-going development projects/programs of the sector.
  7. To make field visits in project site.
  8. To prepare status report for four-monthly review meeting at NPC and for the meeting of National Level Development Action Committee (NDAC).
  9. To study new proposed projects/programs as well as the extension of on-going projects/programs and make recommendation for the approval of NPC member.
  10. To carry out functions relating to prioritization and budget estimate of projects/programs for three years under Medium Term Expenditure Framework (MTEF).
  11. To facilitate mid-and full-term evaluation of periodic plans of education sector.
  12. Other functions:
  • To participate in seminar, workshops, training and other meetings to be held at ministries and other concerned agencies
  • To work as a member of various committees/sub-committees constituted under concerned government agencies.
  • To prepare the report on the queries raised by parliamentarians as such related to the sectors.

C. Women, Children and Social Welfare and Labour Section
This Section covers the sectors such as women, children, social welfare (including INGO) and labour and works in close contact with the Ministry of Women, Children and Social Welfare and Ministry of Labour and Transport Management. Programme Director is designated as the chief of the section. This Section is entrusted with the following major functions:

  1. To design and finalize central level annual development programs and budget in collaboration with the Ministry of Women, Children, and Social Welfare, Ministry of Labour and Transport Management and the Ministry of Finance.
  2. To initiate necessary action for the approval of four-monthly allocation of each project/program sent by the Ministry of Women, Children and Social Welfare and Ministry of Labour and Transport Management.
  3. To prepare status report of existing policies, projects/programs and make new policy recommendations relating to the concerned sectors.
  4. To prepare profile of prioritized projects/programs of the sector.
  5. To perform monitoring and evaluation of on-going development projects/programs of the sector.
  6. To conduct necessary study and research relating to the sector.
  7. To make field visits in project site.
  8. To prepare status report for four-monthly review meeting at NPC and for the meeting of National Level Development Action Committee (NDAC).
  9. To study new proposed projects/programs as well as the extension of on-going projects/programs, and make recommendation for the approval of NPC member.
  10. To analyze project/program documents of INGO working in social sector and provide approval for general and program agreement.
  11. To carry out functions relating to prioritization and budget estimate of projects/programs for three years under Medium Term Expenditure Framework (MTEF).
  12. To facilitate mid-and full-term evaluation of periodic plans of the sector.
  13. To approve the subject of scholarships received from foreign countries and international donors, and request for scholarships with donor countries as per the need of the country.
  14. Other functions:
  • To participate in seminar, workshops, trainings and other meetings to be held at ministries and other concerned agencies.
  • To work as a member of various committees/sub-committees constituted under concerned government agencies.
  • To prepare the report on the queries raised by parliamentarians as such related to the sectors.
