Policies

Following policies have been adopted in the Tenth Plan (http://www.npc.gov.np/tenthplan/the_tenth_plan.htm) in order to achieve the Social Sector (Education and Sports, Health and Nutrition, Human Resource, Women, Children and Social Welfare) development objectives during the plan period:

1. Health, Nutrition and Population
  • Make accessibility of basic health services including family planning services to all communities.
  • Utilize distance education and special information and communication technologies for disseminating promotional health activities to the targeted population. For this, networking and collaboration among governmental, non-governmental and private sector will be promoted.
  • Promote Ayurvedic, Homeopathic, Unani and Naturopathic medical system as supplementary to allopathic medical service.
  • Incorporate Health Economics and Financing Unit into the organizational structure of the ministry of Health.
  • Encourage producing essential qualitative medium and higher level health manpower in the country.
  • Devolution of health institutions at district level.
  • Encourage health worker to work in rural areas through incentives.
  • Promote private sector for the treatment of and non-communicable diseases like heart disease, liver, cancer and raising awareness on health issues and encouraging them to deliver health services.
  • Conduct school health education and raising awareness about HIV/AIDS and other sexually transmitted diseases and rehabilitating the victims of these diseases.
  • Make referral system effective right from the local health institutions.
  • Make Home Ministry as the focal point, amendment of laws, controlling, of drugs, reducing the number of drug addicts.
  • Supervise, monitor and evaluate health services delivery throughout the country.

2. Education and Human Resource

2.1 Education
  • Focus on life-skill education programmes in an integrated manner to the targeted population like women, disadvantaged cast groups and Dalit groups.
  • Provide accessibility to education of all section of society.
  • Transfer school management committees to local bodies.
  • Increase technical education and vocational training opportunities.
  • Improve school education structure and substituting proficiency- certificate level of Tribhuvan University to Higher Secondary Education.
  • Adopt Cost recovery system.
  • Make teacher's training compulsory, introducing system of teaching license, introducing computer literacy component at all levels of education etc.
  • Increase scholarship for women, Dalit and disadvantaged communities, preparing gender sensitive indicators, introducing gender-auditing system etc.
  • Promote extra curricular activities.

2.2 Human Resource Development
  • Emphasize technical education and vocational training to fulfill the requirements of national and foreign labor markets, attract foreign investment and enhancing information technology for human resource development.

3. Women, Children, Social Welfare and Labour

3.1 Women's Development
  • Ensure gender mainstreaming as the common responsibility of all the sectoral ministries, facilitating.
  • Make specific efforts for participating women in political, administrative and economic sector from center to the local level.
  • Empower National Women's Commission.
  • Increase accessibility of women in employment, business, and technology, distribution of resources, skill-oriented training and micro credit programmes.
  • Include women's domestic contribution to national Account.
  • Make special efforts for the socio-economic development of deprived.
  • Raise awareness against gender equality and equity and reforming laws relating to women.

3.2 Children's Development
  • Mainstreaming child rights into national development process partnering with national and international development community and civil society for promoting child rights and child development.
  • Abolish worst form of child labor during the plan period, reducing sexual abuse against children, controlling trafficking.

3.3 Social Welfare
  • Increase accessibility of disabled persons to basic health and education, networking, and promoting the contribution of disable person in the national development process.
  • Utilize the knowledge, skills and ability of senior citizens into the development process and expanding the model aged-homes in the five development regions.
  • Establish Geriatric ward in regional and zonal hospitals.
  • Optimum utilization of resources mobilized from INGOs.
  • Conduct INGOs' programs through local NGOs/CBOs and local bodies.
  • Make organized efforts for monitoring and evaluating in order to ensure effective implementation INGOs' programs.
  • Review Social Welfare Act amending necessary provisions in order to effective mobilization of resources.
  • Adopt one window system for I/NGO's operation.

3.4 Labour
  • Formulate necessary acts, laws, practice court, guidelines, directives and standards to promote occupational health and safety act workplaces in industrial enterprisers.
  • Update indicators of remuneration and labour wage. Disseminate information and employment potential of non-agricultural sector
  • Strengthen and expand skill development and vocational training centers involvement in producing labour force as per market demand.

Child labour
  • Formulate regulation relating to child labour (prohibition and Regulation) act 2056
  • Mobilize private sector, industrialists and trade union to eliminate child labour.
  • Consolidate the collection, analysis, monitoring and evaluation of information and statistics on child labour.

Transport Management
  • Manage bus parks ,vehicles and bus stops in Kathmandu and other urban areas
  • Improve traffic management system to reduce road accident
  • Implement Nepal Emission Standard 2000 in order to reduce vehicular pollution
  • Raise awareness among the people about vehicular pollution control
  • Expand and operate ropeway and trolley bus services by the private sectors
  • Computerize all information like vehicle, registration, renewal, tax payment record, route permit and check pass at the department of transport management and Transport Management offices.
