Introduction
Nepal has been implementing the Tenth Plan (2002-07) which is also the Poverty Reduction Strategy (PRS) of the country. The plan has identified many areas for reform which are critical for the plan's success. Major areas for reform for a particular year are further translated into the Immediate Action Plans (IAPs) of the government.
The reform initiatives have to be backed up by financial and technical support so that any reform initiatives are not hampered for lack of resources. Keeping this in mind, His Majesty's Government of Nepal has initiated the Economic Reform Program (ERP) from the fiscal year 2062-63 (2005-06).
Currently, the Program is being funded by the International Development Association (IDA) of the World Bank under the Economic Reform Technical Assistance (ERTA). Total amount of the Program is USD 3 million.The Program has two components. The activities that have been identified at the time of program formulation are treated as pre-identified activities. For these activities a sum of USD 1 million has been allocated. The second component is made up of the Challenge Fund. Unlike in the case of pre-identified component, no activities have been identified for the Fund. Only those projects that been rated as successful in competition within the government entities are to be funded under the Fund. For the Fund USD 2 million has set aside.
Institutional Arrangements
With a view to steering the Program from the apex level, a Steering Committee headed by the Vice-Chairman of the National Planning Commissionhas been set up. Other members of the Committee include the Chief Secretary of His Majesty's Government of Nepal, Secretary, Ministry of Finance, Secretary, Ministry of General Administration, Secretary, National Planning Commission Secretariat (NPCS), Financial Comptroller General. Joint Secretary, Poverty Monitoring Division (PMD) of the NPCS is provisioned to serve as member-secretary of the Committee. The Economic Advisiory Services Unit (EASU) at the PMD has been established as the secretariat of the Program.
EASU is staffed by a Program Coordinator, a Deputy Program Coordinator, a Procurement Specialist and Financial Officer.
Challenge Fund
The Economic Advisory Services Unit (EASU) called for proposals from the government agencies that were planning to introduce innovate and constructive ideas but was unable to do so for want of funds. Public notices in this regard were published in national dailies. Every government agency was eligible to submit the proposals. A total of 26 proposals were received from various government agencies. After careful review of the proposals, the Steering Committee has selected 5 proposals.

Implementation Modality
Any government organization that is willing to receive fund from the Program, has to submit project aproposal within a given deadline in a format prescribed by the Operational Guidelines, 2062 of the Program. The EASU publishes notice in newspapers giving deadline to submit proposals.
Assigned officials from the organizations whose proposals have been approved by the Steering Committee have to sign a memorandum of understanding (MOU) with the Program Coordinator stipulating clearly the outputs that project will deliver during the project period. (For details see the Guidelines).
