The Tenth Plan
In the process of planned development, the Tenth Plan is being
implemented from the fiscal year 2002/3. The Approach Paper has been prepared
as a guideline for formulating the Tenth Plan. As the Tenth Plan constitutes the
first plan of the 21st century, and the third millennium, it has become
necessary to clearly define the concept of well-cultured, competitive,
prosperous, and equitable Nepal while reflecting the aspirations of Nepalese
people in the Plan.
The Tenth Plan has to be formulated in the situation of
resource constraints originated from difficult internal and external situations.
In this context, the formulation of the Tenth Plan necessitated the integration
of these aspects, the maximum utilization of policy reforms, available
infrastructures, and institutional development attained in the Ninth Plan, and
the formulation of integrative programs with the objective targets for speedy
poverty alleviation.
The Tenth Plan is the third one in order after the
restoration of democracy. As a policy continuation of the Eighth and the Ninth
Plan, this plan has envisaged to expedite poverty alleviation by giving priority
to high economic growth, good governance, and social justice. Based on the
experiences of the Ninth Plan programs promoting poverty alleviation and social
justice will be implemented more effectively in the Tenth Plan. In this context,
strategies are directed towards achieves the set goal through participatory
development process together with establishing the effective role of women in
the national economic and social development, mainstreaming the down-trodden and
ethnicities in the development process, and clearly defining the role of
government, local bodies, the private sector, non-governmental organization and
the civil societies.
Sectoral Approaches and Major Policies and Policy Actions
Prior to the following paper's preparation by the
consultants, NPC has furnished respective line Ministries with a common
guidelines for the preparation of their respective sectoral chapters and policy
actions matrix to establish and maintain a strong linkage between overarching
objective of poverty reduction to their sector specific objectives, strategies,
policies and programs. The line Ministries are involved in developing their
respective plans on the basis of this guideline.
